Osakabe Toujirou, also known as Lawrence Valentine, has been the guardian of Osakabe Makie while she had been staying at the Osakabe mansion in Yokosuka. He's also the creator of the Design Children.
Appearance
When he was young, Osakabe Toujirou had black hair and looked much healthier. However, the research that came with the Design Children project that had been pushed onto him had turned him into what can be seen in the present time.
Manga
In the manga Osakabe Toujirou - better known as Lawrence Valentine, the butler at Osakabe mansion - appears a rather tall, lean man with light-gray eyes and long white hair that has two thin braid framing his face.
He is always seen dressed in a semi-classic butler outfit: black pants; black sleeveless suit with white shirt underneath it; and black bow-tie. He is also wearing glasses that appear to be rim-less.
Anime
In the anime he is seen as a bed-ridden man that is skin and bones. It looks like he is still alive though his will alone. He has messy gray hair and gray eyes. His visible clothes consist of white robe. He is also wearing glasses that appear to be rim-less.
Personality
Osakabe Toujirou, originally was an ambitious young scientist, who aimed to revolutionize the world. While he had been working on the Design Children project, which he himself had proposed, he came to understand the real value of human life.
It can be said that he is a rather pleasant man - in the manga, even after a few years, he keeps a good relationship with one of the Design Children, Osakabe Makoto, who is the leader of the Northern region - but he is also quite selfish. Whatever he does for Makie has his desire to her live her life as its main motivator.
Osakabe Toujirou is also one of those few people that can see the possibility of humans and "Fleet of Fog" coexisting, even if he has more or less spend creating the ways to combat the "Fog". Maybe feeling that his end was close, or maybe just foreseeing her need for support while she will be away from him, he had asked Haruna to become Makie's friend.

Osakabe Toujirou, originally was an ambitious young scientist, who originally was a part of the Vibration Warhead Torpedo project, however he soon came to an understanding that this was one of the tasks that humans at the current level of technology couldn't complete. Thus, he proposed that he humans who could, the Design Children. The government liked the idea, and he was appointed as the man in charge of this new project.
At first Toujirou liked his new job, but soon he came to an understanding that he was playing a God here. And he also came to know the value of a human life. However, the project no longer could be stopped as Japanese Military was forcing him to complete it: he wasn't allowed to stop working, nor he as allowed to die.
In the end, out of 109 potential Design Children, only seven had survived to maturity. And Makie was the first one to complete her task - she had been tasked with the creation of the Vibration Warhead Torpedo. When she was done with the development of the torpedo, the Japanese government wanted to dispose her off, but Toujirou did his best to keep her alive.He had kind of succeeded. Makie was allowed to remain living, but she was locked in a mansion with Toujirou becoming her 'keeper' there.
Since Makie had cognitive abilities far surpassing that of a normal human, fearing that she might break under the strain of knowledge of what the reality around her really was, Osakabe Toujirou - now playing the role of her butler, Lawrence Valentine - gave her the fake memories of her grandfather and used I-401's visit to Yokosuka to keep this lie going.
When I-401 came to Yokosuka to collect the last sample of the Vibration Warhead Torpedo and had fought against battleships Haruna and Kirishima, Toujirou did his best to prevent Makie from going to the harbor and, thus, endangering herself. However, he was outsmarted and knocked out by some drug.
Later he is seen already woken up, receiving a mail from Osakabe Makoto, which reveals Makie's new friend to be a Mental Model of recently-sunk battleship Haruna. However, as he could see that this Mental Model meant no immediate harm to Makie and that Makie was really happy, he chose to support this friendship, going as far as pleading Haruna to become Makie's friend when she found him during the initial stages of the attack on the Osakabe mansion.
His next and last appearance happens during the final stages of the attack on the mansion, when the main forces of the army were repelled by the special forces sent by Osakabe Makoto. He notices that one of the snipers wasn't knocked out and planned to kill Makie before she could be secured by the Northern region. Toujirou went out and killed this soldier, but was killed himself by another man from that squad. His death had then triggered Haruna's berserk mode.

He took her as if she was his own daughter, while gently motivating her to create the perfected Vibration Warhead Torpedo. When she succeeded, the government decided that she had no further uses. Toujirou tried his best to protect the girl, but was forced to stage his death to let her live in the end. He did survive that event, though his body was badly damaged. Only his will to see Makie live her life allowed him to go on.
Upon learning that Makie had brought the Mental Models of the "Fleet of Fog" battleships Haruna and Kirishima, once he was sure that they meant Makie no harm, he requested those two to meet with him through one of the maids that worked at the mansion. There, he revealed some of the facts about the Vibration Warhead Torpedo and the Design Children projects. He also asked the Mental Models to keep being Makie's friends. He passed on a little bit after those two left his secret room under the mansion.
